—plans to unilaterally change interpretation of 14th Amendment without Congress

Actual ERA facts:
—35 states voted to ratify within congressional deadline.
—5 of the 35 voted to unratify before deadline. —Congress (maybe) added 3 years to the deadline. No new states.
—40 years later, 3 more states ratified.
=33 states (35-5+3) or 35 states BUT NOT 38.
