Did Joe Biden Not Wear a Mask on a Plane?

A viral photograph is from November 2019, before the pandemic.

A viral tweet from Richard Grenell, former acting director of national intelligence, claimed to show Democratic presidential nominee Joe Biden not wearing a mask while on a plane:

The claim was further elevated by conservative commentator Mark Levin:

Contrary to what Grenell suggested in his tweet, the picture is almost a year old. While it was used in a Vogue article published on October 30, 2020, the article notes that it shows Biden with his traveling national press secretary Remi Yamamoto on a flight to South Carolina in November 2019.
